Can I connect using FTPES which is FTPS explicit?

Never mind, I think I have it. I was able to get a connection. Just normal FTPS option seems to work.

The ftpconnectssl command works with explicit ssl connections. To connect to an implicit ssl server, use the ftpconnectssli command. ----------------------------------------- Windows FTP Solutions Simplified

Standard FTPS connection should work fine on this process
